Because the Cheat does not modify any auto of the Dota 2 files, it will not inject any files into its process, so no violation of files or the process is performed, the Cheat only works externally and that the Anti-Cheats cannot detect.
I think "Scripts are loaded by manually" means that I type cl_script_reload_code rosh_timings in dota console, and I think I get the rosh_timing script utilising Dota 2 Workshop API.
